Planning and Construction as a Package: A Success Story in the Redevelopment of Glemstalschule

The “Planning and Construction Glemstalschule” project, accompanied by Menold Bezler, was completed on time and within budget. The official inauguration took place on 26 July 2025. Menold Bezler advised the municipal administrative association Schwieberdingen-Hemmingen on the design and implementation of the EU-wide tender process for the redevelopment and expansion of the community school.

The large-scale project came with numerous challenges: delays during the tender phase due to the COVID-19 pandemic, construction work during ongoing school operations, the protection of pipistrelle bats, and rising construction costs as a result of the war in Ukraine. All the more pleasing, therefore, that the school was completed on schedule and within the budget of approximately EUR 30 million.

A key success factor was the decision to award planning and construction services as a package to a general contractor – a model that enabled early cost certainty in addition to a functional and architecturally high-quality design. Equally crucial was the strong collaboration with project manager Drees & Sommer, the successful bidder Goldbeck Süd GmbH as general contractor, and the architecture firm Auer Weber Assoziierte GmbH.

Menold Bezler structured the tender process for the combined award of planning and construction services. A distinctive feature of the project was that it not only involved the construction of a new building with around 6,800 square meters of floor space, but also the comprehensive core refurbishment of the existing building dating back to 1978. With good preparation, even refurbishment projects can be successfully implemented through a combined procurement approach.
