Successful PPP Project: Menold Bezler Advises the District of Sigmaringen on New School Construction
Menold Bezler advised the District of Sigmaringen on the tender process for the planning, construction, and operation of the Bertha-Benz-Schule in Sigmaringen. The project was tendered and implemented as a public-private partnership (PPP).
Under the responsibility of Georg Reisch GmbH & Co. KG from Bad Saulgau, a school building with an investment volume of approximately EUR 113 million was constructed, offering around 21,150 sqm of usable space and 23,850 sqm of gross floor area. In a Europe-wide tender process, the construction company, together with the renowned architectural firm LRO from Stuttgart, prevailed against three competitors. From the groundbreaking ceremony in autumn 2022 to the inauguration on 17 October 2025, the project was completed on schedule and within budget. It demonstrates how public construction projects can be implemented efficiently, sustainably, and with high architectural standards. The new building meets the criteria for Platinum certification from the German Sustainable Building Council (DGNB) and complies with the BEG 40 QNG energy efficiency standard.
As the largest construction project in the history of the District of Sigmaringen, the new school has now entered operation. For a term of 25 years, Georg Reisch GmbH & Co. KG will be responsible for maintenance, technical facility management, and compliance with the energy consumption levels it committed to in its bid.
Menold Bezler provided legal advice to the District of Sigmaringen on public procurement, construction, and planning law, as well as on tax aspects of the project.
