Menold Bezler advises the Hohenlohe district on the successful procurement procedure for the planning and construction of its new district administration office

Menold Bezler advised the Hohenlohe district throughout the procurement procedure for the planning and construction of its new district administration office. The procurement covered both the design services and the turnkey construction of the new building in Künzelsau.

Following a multi-stage negotiated procedure, Ed. Züblin AG, together with the architectural firm Tchoban Voss, was selected as the successful bidder from a shortlist of five qualified participants.

The project presented particular challenges. After an architectural design competition had initially been completed, the district council suspended the project in autumn 2024 due to significant cost increases. Menold Bezler subsequently advised the Hohenlohe district on restructuring the procurement from the ground up as a combined tender for planning and construction services.

The new district administration office will now be delivered at a fixed lump-sum price of just under EUR 44.6 million—approximately EUR 25 million less than the estimated costs under the original procurement process. The new building will be designed as a climate-friendly, energy-efficient facility, providing modern workplaces for around 320 employees while offering a high standard of public service. Construction is scheduled to begin in the second quarter of 2027, with completion planned for summer 2029.
